The 39-month opening
The UAE’s commercial gaming market opened in a sequence of distinct steps between September 2023 and (target) Q1 2027. Most affiliate sites still treat the UAE as a gambling prohibition; this timeline shows what actually happened, in order, with the dates and the legal-significance of each step.
The dated sequence
- September 2023 — GCGRA established by federal decree. The General Commercial Gaming Regulatory Authority becomes the UAE’s sole federal regulator for commercial gaming. Initial mandate covers all commercial gaming categories.
- July 2024 — UAE Lottery licence issued. The Game LLC (a Momentum subsidiary) receives the first national lottery licence. Mahzooz and Emirates Draw, the previous market operators, lose their bids.
- 4 October 2024 — First land-based casino licence issued. Island 3 AMI FZ-LLC (Wynn Resorts, Marjan, and RAK Hospitality Holding) receives the UAE’s first land-based commercial gaming licence for Wynn Al Marjan Island in Ras Al Khaimah.
- December 2024 — UAE Lottery launches. Lucky Day draws begin. First draw held 14 December.
- 1 January 2025 — Mahzooz and Emirates Draw suspended. Regulatory order ends both operators’ lottery sales. Both exit the market or pivot to non-lottery activity.
- October 2025 — First AED 100 million jackpot won. The Lucky Day cap is hit for the first time. Winner is a Filipino expat working in Dubai.
- 28 November 2025 — First online operator licence. Coin Technology Projects LLC added to the GCGRA register. Two licences: Internet Gaming + Sports Wagering. Operator brands: Play971 and TrueWin.
- 15 December 2025 — Play971 fully operational. First UAE-licensed online casino and sportsbook live.
- 1 June 2026 — Federal Decree-Law 25/2025 takes effect. The gambling/betting chapter is removed from the UAE Civil Transactions Law, making GCGRA-licensed gaming contracts civilly enforceable in UAE courts.
- June 2026 — Second Lucky Day grand prize (AED 30 million) won. Approximately 21 GCGRA licences active on the register.
- Late 2026 — Wynn Al Marjan bookings expected to open. Reservation system goes live ahead of Q1 2027 opening.
- Q1 / March 2027 — Wynn Al Marjan Island opens. UAE’s first integrated resort and land-based casino. 1,542 keys, 225,000 sq ft gaming floor.
What this timeline tells you
The market opened in stages over 39 months. The licensed sector is now:
- One national lottery (UAE Lottery, since July 2024).
- One online casino + sportsbook operator with two brands (Play971 and TrueWin, since December 2025).
- One land-based integrated resort licensed (Wynn Al Marjan, opening Q1 2027).
- Approximately 18 B2B vendor approvals (game studios, geolocation, equipment, data).
What this doesn’t mean: it doesn’t mean the gambling prohibition went away. Unlicensed gambling remains criminal under Decree-Law 31/2021. The licensed market sits alongside an enforced prohibition on everything outside it.

Likely 2027-2028 developments (speculative, not announced):
- Additional online operator licences as more emirates opt into the reportedly one-per-emirate model.

It already is — on Play971/TrueWin since December 2025. The question presupposes a binary that doesn’t reflect the current state.
When will more operators be licensed?
The reported one-per-emirate model means additional licences will follow emirate-level opt-ins. No specific timeline has been announced for additional B2C licensees beyond the current operators.
Will Dubai get its own integrated resort?
Not announced. Wynn Al Marjan is in Ras Al Khaimah specifically because RAK opted in to the framework. Dubai’s position on a land-based resort remains less publicly defined as of June 2026.
