Why these three and nothing else for UAE residents
The GCGRA was established in September 2023 and has issued approximately 21 active licences across operator, vendor, lottery, geolocation and equipment categories. Of these, three are consumer-facing B2C products that can take UAE residents’ money legally today: Play971 (online casino + sportsbook, licensed 28 November 2025), TrueWin (online casino, same operator), and the UAE Lottery (lottery, licensed July 2024). Wynn Al Marjan Island holds a land-based casino licence but opens in Q1 / March 2027 with bookings expected late 2026.
Every other online operator marketing to UAE residents is operating outside the GCGRA framework, and UAE residents accessing them face penalties under Federal Decree-Law No. 31 of 2021 (Crimes and Penalties) and Federal Decree-Law No. 34 of 2021 (Cybercrime). The penalties run from AED 50,000 in fines and two years’ imprisonment for participants up to AED 500,000 in fines for operators and the marketing facilitators around them.
What ‘real money’ looks like at a licensed UAE operator
- Currency: AED. Pricing, deposits, withdrawals and bonus values are all denominated in dirhams.
- Payment rails: Direct UAE-bank card and bank-transfer, approved through the GCGRA licensing process. No need for Skrill, Neteller, MiFinity or crypto.
- Identity: Emirates ID required. Cards must be in your own name and linked to a same-name bank account.
- Location: You must be physically in the UAE. VPN use is prohibited.

The honest case for Play971 over offshore
The promotional headlines at offshore operators are larger. AED 5,000 welcome bonus + 300 free spins, 400% match, etc. There are three reasons we still recommend the GCGRA-licensed route for UAE residents.
First, the legality. Using an offshore operator is criminal under Decree-Law 31/2021 regardless of how the marketing is dressed up. Even when the payment somehow goes through and you somehow win, there is no UAE-side enforcement path if the operator refuses to pay. Your only recourse is the operator’s home-jurisdiction complaints process, which has historically had limited reach for Curaçao or Anjouan licensees.
Second, the bonus terms. Offshore headline bonuses come with 40x or 45x wagering requirements on the bonus + deposit, low max-bet caps during wagering, and game-eligibility restrictions that exclude the slots most likely to clear the wagering. The effective value of a “AED 5,000 + 300 spins” bonus to a typical recreational player, after wagering completion rates and time-decay, is usually negative.

FAQ
What about all the “Top 28 casinos” lists that come up first on Google?
Those pages list offshore operators (Curaçao, Anjouan, Malta) and tell readers to use a VPN. Under Federal Decree-Law 31/2021 and Federal Decree-Law 34/2021 (Cybercrime), that route is criminal for UAE residents — with fines up to AED 500,000. The pages typically disclaim legality, then promote the operators anyway. We list the same brands in our Section B with explicit warning and only for the international audience.
Is more than one online operator licensed?
Coin Technology Projects LLC operates two brands (Play971 and TrueWin) under GCGRA licensure. The Game LLC operates the UAE Lottery. As more emirates opt in to the ‘one B2C licence per emirate’ framework reportedly being used by the GCGRA, more operators may become licensed; this page will be updated when that happens.
What if I want bigger bonuses?
Offshore operators advertise larger headline bonuses because they don’t pay GCGRA licensing fees and don’t implement GCGRA-mandated responsible-gaming tooling. The effective value of those bonuses after wagering requirements and time-decay is usually negative. The legal route in the UAE is a GCGRA-licensed operator.
I’m a tourist visiting the UAE. Can I play?
For Play971 and the UAE Lottery, Emirates ID is required — most tourists don’t have one, so most tourist players are not eligible online. Wynn Al Marjan Island (opening Q1 2027) will accept Emirates ID or valid passport at the land-based casino floor.
What about crypto casinos?

How do I report an unlicensed operator?
The GCGRA accepts complaints via gcgra.gov.ae. The Telecommunications and Digital Government Regulatory Authority (TDRA) also handles unlicensed online gambling-site complaints under the Cybercrime framework.
